'99 will not start

Three weeks ago my 99 lost the injector pump and lift pump ($2,100) drove it for two weeks and yesterday it started just fine. drove it to get fuel and it would not start, click or anything. I let it roll back and popped the clutch and it started. However, the speedo doest not work, abs light and airbag lights are on, power windows do not work and fan on the heater does not work. Could these all be relay or fuse?

There is a red 6ga wire coming off the left battery that goes to the power distribution center under the hood. Check to see if there is power at the pdc. There are two 40A fuses in there (according to my book) and a starting relay. I would suggest starting there.
