2oo1 Fuel Air Metering Problem
I have a 2001 Dodge 2500 Cummings that hard starts on cold mornings and throws the code p1291 manufacturer controls fuel air metering. Just replaced injection pump and converted the transfer pump. Could P1291 be the cause of the injection pump and lift pump going out? What could P1291 be?

You are getting your code info from a gas engine site, there is no air-fuel metering in a Diesel.
P1291 No Temperature Rise Seen From Intake Air Heaters
Seems your intake heaters aren't working.
Cummins don't use glow plugs like the other 2 big names, we use intake grid heaters.
Basically big toaster elements in the air intake.
When the outside temp gets cold enough, these turn on, this is happening while the "wait to start" light is lit, then intermittently after starting until the temp gets up, or the vehicle is moving faster than 20mph (or close to there).
There should be fuses for these, as well as relays.
I'm not really familiar with the locations of these, I'm sure another helpful member will be along shortly.
