12v engine fuse blown,shorted fuel soleniod?

97 truck,keeps blowing engine fuse,starts and dies,can a fuel soleniod short and cause this? ive seen this on tractors with the 8.3 but not blowing fuses.

Unplug the solenoid and see if the fuse still blows when you turn on the key.

The easiest way to find out is unplug the solenoid, wire the arm up and see if it blows the fuse. If it does, unplug the relay and try again.
