04-no start?
2004 cummins no start?? 
run diagnostic test no codes. transfer pump is running, fuel psi to main injector pump is 10 psi. batterys are new, heater grids are working. one shot of starting fluid and she fires up. turn key off and no restart hot or cold??????

You may have the same problem I had and where the FUEL PRESSURE LIMITING VALVE is not letting the pressure build up in the rail manifold. If you crack a injector line and it has a fuel flow where it just rolls out the line as you crank it then I would say that its the FUEL PRESSURE LIMITING VALVE.
