P0123-APP SENSOR SIGNAL VOLTAGE TOO HIGH. Did you plug App sensor back in? Plug injection pump back in? Did you unplug any relays? Check fuse #3 in PDC might be blown

Did you inspect the #13 fuse in the interior fuse panel (on the drivers side of the dash).

Did you unplug any sensors? possible crank sensor maybe? Wire on injection pump is'nt broken? Do you have scanner to check for crank signal? ECM connector is tight on the module left side of engine block? Do you have alarm system on truck? Is your ignition key black or gray?

You could unplug the PCM and try to start truck. Truck will run with it disconnected. Just do not unplug or plug back in with ignition key on or truck running. Without a scanner it would be difficult to diag if ECM or PCM is bad. You can check power and grounds to them but you don't know if they are communicating. There is a test box which you can hook up to injection pump to see if engine will start. It eliminates the ECM and will just verify if injection pump is OK. If you have a DVOM I can give you wiring and test locations for power and grounds if you want to check it out further.
