turning up the fuel on a Opel omega 2.3 tdi

Does anybody know if the fuel on a 1991 2.3L turbo deisel can be turned up with out to much headache. I have a buddy at work who wants a lil more pep outa his lil rattle wagon. The injection lines on the pump are not inline like on a p pump,but in a square pattern. Should I just try l;ocating things like the fuel plate and star screw for a lil more low boost fueling.
