Idle
I had that option reflashed and enabled on my truck recently. So IF the new ones are the same, it ramps up to 1200 rpm idling, after about a minute, when the intake temps are below 32 degrees and goes into the three cylinder idle when intake temps are below 15 degrees. Works great!
yesterday morning i went out and started my truck, came back in for a couple mins and when i came out it was ideling at 1000 rpm. it was about 34*F out... also my truck wasn't plugged in all night... its a factory item on the 03's i know, dont need a flash... not sure about the 04, im pretty sure its the same except u get a choice to go and get the cruise control high idle enabled by the dealer...

Since it reads coolant temperature, mine also does not activate when it has been plugged in for a couple of hours.
hmm its 26 degree's out by me right now... as soon the truck started today it went straight to 1000 rpms

Your truck is doing what it is supposedto do. If all the parameters are met (usally outside temps being below about 32 degrees) it will automatically idlew up to 1000 rpm's shortly after start up when ideling in park or neutral. This feature is programmed into all trucks from the factory and requires no flash or enabling.
This is seperate, however, than the user controlled high idle feature that you can control using the cruise control buttons. This feature must be enabled by the dealer. I had a difficult time getting my dealer to enable this (they didn't know about it). I finally got them to figure it out and I really like it. If you have this feature enabled you can manually control the idle speed anywhere between 1100 rpm and 1500 rpm. It will stay where you set it for as long as you want as long as the truck is in park or neautral and you don't touch the service brake or turn the cruise off.

Yours is working correctly. It is the second gen's that have/can get the feature to idle at 1200 rpm.
