There are a few around here. I've heard of one company haveing frame issues a couple times. They probably didn't know about the considerations when modifying a hydroform frame.

Simple answer:
Ford low-***** the fleet pricing on the commercial market. That's why you see so many of them for businesses and local governments.
Ford uses the commercial market as a near loss-leader, so they can continue to claim year after year that they are the "#1 selling" truck.
Very few businesses can afford the premium that a Dodge or GM would set you back relative to the Ford.
Most Dodge CTDs in service were bought used and converted. Some were bought new, but not as many as you may think.
The other reason Ford dominates is that Dodge has simply ignored the commercial market. No CTD 4500 or 5500. Realistically, Ford *is* the commercial market, as the GM medium-duty trucks just don't seem to have much traction in the market.
