Most of the Tugs are still running 2 cycle engines, about a polluting as you can get.

The US Environmental Protection Agency (EPA) has issued an Advance Notice of Proposed Rulemaking (ANPRM) which covers plans for future, more stringent emission standards for locomotive and marine diesel engines. The ANPRM was published together with the final Tier 4 rule for nonroad diesel engines.
Various provisions of the new regulation become effective from 2008 to 2015; for most engine categories, the Tier 4 standards will be phased-in over the period 2011-2014.
