I just bought a 1993 ram with the cummins in it IT has a banks wastegate actuator and banks guages. The issue i am having is the boost never goes above say 13 psi and egt 400 degrees at most. Weird?? maybe guages off or is there something else i should look at??

Well where to start? First gens didnt come with gated turbos stock, so therefore it must have had a gated housing put on it to use a wastegat actuator. 13 psi is about the stock level for a first gen, I also assume the fuel wasnt turned up at all on this truck so therefore no increase in boost, egt, or power would be had. And as far as 400 degrees for you egts I would also assume you pyro probe is mounted post turbo which shows innacurate readings and I would advise having the pyro mounted pre tubo for accurate readings.
Yeah sounds like your pyro probe is mounted post turbo. Which can cause the gauge to be off as much as 400*. Take it out, and mount it pre turbo. You can buy a 3K GSK for those trucks for really cheap (Im thinkin $18 but not for sure). It really helps the 1st gens out though.
