Exclamation 1999 F-450 Super Duty

I know its not a Dodge but can you please help? It will not go over 50 miles an hour, it bogs down. It runs great at idle. The turbo feels good, no slack or oil Does this sound like a fuel problem to you?

It could be fuel, when was the last fuel filter change? The only way to be sure is to check supply fuel pressure and volume. The fuel tanks had a delaminating issue blocking the pick up sock in the fuel tank. Check that out. Also a faulty fuel regulator will cause a low fuel pressure.

Yes, I would agree it is a fuel problem. Could be lift pump or dirty filter. You should have about 70 psi feeding the fuel bowl (Filter Housing). Carefully loosen top cover of fuel bowl, turn on key but do not start engine. Got fuel? Yes= Probably not lift pump.
