Water emulsifer or demulsifier?

Is Power Service Diesel Kleen a water Emulsifier or DEmulsifier? I have not been able to get a straight answer on this. Stanadyne says it is a water demulsifier, which allows water to separate from the fuel. This allows the water separator to function properly and keep water out of the injectors and injection pump. So, anybody got a clue?

Its a Demulsifier, A emulsifier would allow water to mix into the fuel and not seperate out. the demulsifier allows your fuel water seperator to operate more efficiently.

Most additives are emulsifiers, and PowerServive does not state which one their product is. That's why I was asking. I don't want to use ANY emulsifier. I would rather drain the separator often. BTW, I have never had any water come out of the filter. Has anyone bought a bad tank that had water in it?
