I dont know, there is no logical reason for that.
And that's not the biggest problem in here, there are a lot worse things than that. Like you cant drive new american built vehicles here unless you wont do some serious modifications.
And pay huge taxes because of those, of course.

Yeah we're part of eu.
Finland just goes by the book, so if there is no E-certificated lights,glasses and papers of emissions,seatbelts&seats attachments,brakes,suspension etc, you cant drive U.S cars here. Every other European countries allows "private imports",except ours.
I have E-approved lights soon(made by one guy here, looks like original) and German TUV-approval papers wich costs nicely ~3000dollars(JUST PAPERS!).
Of course there is tons to other thing to do as well, but these are the biggest problems.
ps: If someone works for chrysler-corporation, you should suggest to add some E-certifications on they're vehicles.
