Technically, to me atleast, water is injected and in the engine during the Ignition
in the cylinder so I was wondering if he considered it to be a fuel also.

There are two diesel fuels on the market in the US that contain 30% water plus an emulsifier, Lubrizol and PuriNOx.

PuriNOx is a product manufactured by Lubrizol to enable water to be added to diesel fuel and to hold it in emulsion. From the article you cited:
