Water is not a fuel. It does not burn.

I was just wondering his opinon because he said if it was "burned" in the engine it was a fuel.

Technically, to me atleast, water is injected and in the engine during the Ignition
in the cylinder so I was wondering if he considered it to be a fuel also.

Not sure if its coming out like I want it to but hey, I tried .

I think I see what you are saying... And I went back an reread the whole post... But I think it would be rediculous to call the water a fuel, as it does not burn, nor add any power in itself... JMO

Thats my point.

Little bit on the far side of the scale since i doubt anyone would try running the same percentage of water as they do WVO or WO

There are two diesel fuels on the market in the US that contain 30% water plus an emulsifier, Lubrizol and PuriNOx.

Not to pick nits, but Lubrizol is an additive manufacturer. They sell their products to lubricant blenders.

PuriNOx is a product manufactured by Lubrizol to enable water to be added to diesel fuel and to hold it in emulsion. From the article you cited:
A 20% water-in-diesel emulsion (Lubrizol's "PuriNOx" formula) conservatively should allow U.S. states to get credit for at least 10-12% reductions in nitrogen oxides (NOx) on highway diesels and about 17-20% NOx reduction for non-road diesel engines, according to a draft U.S. EPA analysis.
