Questions on potential of a stock P-pump

Working on two projects that relate to these questions. The first is a friends 98 12V which I believe is a 215 pump? He has already added 370 inj., bhaf, exhaust, clutch and gauges. He has put a fuel plate in but other than that the pump is stock. The other project is a John Deere 5020 with a 619 cid engine and a stock 12mm P-pump, this would be my pulling tractor. Wondering what you can get out of the dodge for power before you have to send the pump to a fuel shop, he has plans for a turbo upgrade soon. Anybody know how many cc's you can get without changing cam, plungers and barrels? What are guys doing to these pumps on your own and where are you getting parts to do it? I hope it is ok to ask about the JD pump, the pump shops I have talked to wont give me any secrets and want more $$$ than I have to spend right now. I had a local shop put a govenor spring in it but it still only revs to about 3000 rpms, is this something I can adjust? Can I change the delivery valves myself? Any other ideas on cheap fuel? The local shop put this pump on the stand but could only get 210cc's out of it, this seems low to me(They didn't have much experience with anything but stock rebuilds). Thanks for any info.

i sent one [a 215]to jr adkins to put it on a stand and test it. and tweak it a bit, said it was doing 650cc's. all i know is this pump moves a bunch of fuel now, it can turn day into night.
