There's something really, really wrong here. You need to pull a front wheel and look at the caliper and all the components behind the wheel. Take pictures of everything, including the hub and post them up, this isn't right.

Are both sides the same? looke like there's something loose in there that is brushing the inside of the wheel, bounceing as you roll.

yes both sides are the same. and the rims that i put on the front after a couple days have some scratching going on. if it stops snowing i will pull the front wheels and take some pics and see whats really going on. i assume it cant be right but im sure my dealer will tell me it is normal wear and tear for a dually.

I know you said this was a back-up vehicle but I have to tell you that if it was me, I wouldn't drive that vehicle until this problem is identified and repaired.

sorry by back up i mean it just dosent get worked very hard. more like very capable daily driver. i got under the truck and there are no indications of why this is happening. i put the plow on it to see if it somehow is making the rims squat. not at all the problem. maybe just somehow rocks get in there and cause this. ill ask the dealer if they have seen this but i already know the response.

The pattern is so regular, I can't imagine what would do that. Agreed, I would get it to the dealer ASAP.

the pattern suggests that every 2-3 " there is a high spot. i assume when the rims are made this occurs. my only thought is maybe somehow snow gets packed in there while plowing.
