Windshield Cowling

Unhappy Windshield Cowling

The black cowling at the base of my windshield clatters against the glass above 50-55 mph, normally worst in a cross-wind. It is on and off, never a steady vibration. Dealer has had it once, said it was fixed, but it clatters away still.
Any better solutions? Before dealer visit in frustration during a long trip I jammed some folded paper under cowling and it had worked.

If your a handy do it your self guy, get a tube of silicone calk and squeeze some under the coweling. I'll guess that will be all the dealer would do if that even.
