Turning off Daytime Running Lights

Does anyone know how this can be done?
My buddy who is a Dodge Tech said that he can turn them on but not off as it burns something in the cluster leaving them on always. The way my lights are wired now they turn on the high beam lamp and I want the LED's on with the Halo's.

One of my brothers has a chevy- mid 90's-- that if you clicked the e-brake on notch the daylight running lamps went out.

Dan, I'm on snowest ALOT, got 2 hillclimbers and one ditch banger. Summer sucks! (except for the bikini's)
As far as clicking on the E-brake won't work as soon as the truck starts moving the lights come back on, besides I can't live with a red glowing brake light on in the cluster, would drive me more crazy than I already am!
