My dad bought a US spec Chrysler Pacifica to take back to Canada with him last year... He needed a letter from Chrysler Canada before the local Dealer would change his Country code to Canada.. He was not able to complete the import paperwork on his car without those lights passing the inspection.
They are real picky about that stuff, since they could be held liable I suppose if found that the DRL's were disabled and the vehicle was in an accident or something.. He eventually got it changed, but not without much headache.
Now, I imagine he'd never be able to turn them off..

I haven't devoted a bunch of time to it, however, I've yet to get it figured with that ECM stuff. I know there is an option when a scanner is plugged in, but there is a big warning across the screen and dealer tech's won't disable it in the ECM due to Federal Legislation requiring DRL's in Canada.
