Anyone have this issue and any fix I'm unaware of?

My daughter who is in a booster seat sits in the middle, the booster seat isn't fastened by the belt, she uses the belt itself.

Almost every time we load her in it takes several minutes to get the seat belt unlocked so you can pull it across her body. Yesterday I had to pull out the car seat lift the 60% section of the seat and fiddle with the belt down at the retractor area to get it to unlock. 75% of the time it will pull out maybe a foot then lock, the other 24% of the time it'll pull out either 2" or 2' then lock and what feels like 1% of the time it works fine.

It's very annoying, especially if it's raining.
