brake clean on a rag or directly on tar, washes right off

The method most body shops and auto detailing places use is mineral spirits. Its kind of the "go to" mainly for tar. Litterally spray it on it there is zero scrubbing involved. It just washes away. Then rinse with water. Always good to do a test sample first. Tar/MS.

Acetone
Prep Sol
gasoline
Diesel
Mineral Spirits
WD-40
Pretty much any solvent will work
None of the above will harm a fully cured paint job.
