My 04 just did the same, they came on if i hit a bump. The connector behind the drivers side bumper was corroded, dealership ordered a repair harness and did all the work for me, I love warrantys!

The fog lights will turn off when the high beams are on so make sure the high beams are off. Toggle the high beam switch a couple times to be sure.
You probably already did this but check the fog lights for damage.
If the fuse checks OK then get a volt meter and crawl under the driver's front fender and disconnect the fog light wires. With the fog light switch on, there should be voltage. If there is voltage then you most likely have burned out bulbs. If there isn't voltage then it could be any number of things including bad headlight switch, bad multi-function switch, or bad Front Control Module.
