fair price for an 04?

fair price for an 04?
a local car lot has a 2004 ram 2500 quad cab that has 261000 miles for 10,900. he said he will take 10,500 for it. the back wheel wells have some rust, the back door locks dont work with the electric locks, and the cruise controll isnt working. other than that it seems to be a good running truck.
does this seem like a fair price, or is it too high for a truck with this milage and year? thanks.

Is it 4x4 SLT? If so, the price is pretty close if everything else checks out and the rust isn't that bad.
The back door locks are a fairly common issue. The cause is usually lock actuator or the actual wires.
For reference, I bought a 03 QC LB 4x4 with 231k two weeks ago for $9700 with no rust, but needing a tailgate and a few other minor things.
