I had the same problem when I turned off the seat belt thing also. I tried doing what the manual said about 5 times, which says to buckle and unbuckle the seat belt at least 3 times in so many seconds. I took that to mean more than three times. Buckle and unbuckle the seat belt three times only and it should work for you.

I've also tried turning the SB chime off using the manual and the posts in here. No luck yet.

you have to be persistent and >coordinated< to turn off the seat belt chime. When I finally got it (after 6 or 7 tries) I thought I'm glad I don't have a big gut. It'd be impossible.

i cant believe the fix hasnt been posted. both my 04's i turned off day one

get in the truck with it turned off. put your seat belt in
turn the truck on
within 60 seconds of it being turned on, unplug and replug the seat belt 3 times WITHIN 10 seconds. so in 60 secs of having the truck on, you have to plug it in and replug it in 3 times in 10 secs, ENDING WITH IT PLUGGED IN

turn the truck off
a single chime should sound signaling you did it right

If you calibrate the amount of RTV you put in it, you can control the volume of it. The more you put in it the quieter it becomes.
Cost; about 10 cents
I just about ejected my esophagus laughing at that! Something about the description hit my funnybone I guess. Ought to put that in the tech archives or something-talk about a simple solution!
