chrome wheels rusting
I had to polish the chrome on my aftermarket rims cause they were rusting. I used 0000 steel wool and it cleaned them up beautifully and it didn't leave any scratches. I was very impressed with how well it cleaned them up. If not that then some chrome polish might work.
If you have chrome from the factory than they're just plastic skins over steel wheels. It looked like I had some rust spots forming on mine the last two times I washed the truck so I just washed those spots a little more. They came right off.
I have to think that the rust is one of those mother nature things that DC doesn't cover but its hard to say without taking it in and asking. At the very least they might polish them up for you.

I would suggest that after you get them clean to use this stuff. http://www.poorboysworld.com/wheel-sealant.htm I have not used it personaly but there is a lot of good right ups in detail city about it. I would also suggest a chrome cleaner from adams polishes but I am not sure how it would work on the chrome clad rims if thats what you have. I have one wheel that takes a lot more maintenance to keep polished than the others. And it takes about 40 minutes to get all those little pits off with chrome cleaner and get it looking good.

I don't think mine are plastic over metal. I know the caps are plastic, but a magnet will stick to the chrome wheel covers. The plastic caps clean off easily but those wheels are a bear.

I use Neverdull on my wheels, have for many years it is sold at any local Autozone. It works very well to remove rust spots then I give them a good coat of wax. Only have to do this once or twice a year. NEVER use dishsoap to clean them it will strip the wax right off!
