removing catalytic converter

I have an 04 2500 cummins. I have heard that it is not illigal to remove the catalytic converter. also by removing the catalytic converter, will this increase hp or fuel milage. Is it worth removing.

please dont discuss this on dtr. Legal correctness is a must. The owners of this site could be liable for allowing discussion about altering/modifying/removing a federally mandated emissions device.

if you are looking for info. a search is a good way to go, as those topics have been discussed before, and the info is available.
