AC compressor voltage

AC compressor voltage

My AC quit working on me, I noticed my clutch didn't ingage so I figured I was low on freon, so I hooked up my gauges and they were reading that the system was charged. So I decided to check the voltage to the clutch and when I have the AC button on, I get 14 volts and oddly enough with it off, it read around 12volts. Not sure what is going on. I took the coil off and it is burnt up, smells like burnt electrical stuff. My question is why would the AC bottom off would it still be sending the clutch power, could this be why it burnt up? Thank you
