2008 AC compressor / low voltage from TIPM

I have a question guys. On my 2008 6.7L 2500, the AC compressor clutch has burned out twice. I just installed a new one and the only way I can make it engage is to jumper the full 13.6V from the battery to the AC clutch input. The input voltage at the connector is 11.9, not enough to engage the clutch. The voltage coming straight off the pin on the back of the TIPM is 11.9. Bottom line, too low of voltage coming out of TIPM. Any ideas?

I am considering installing a relay on the secondary side of the TIPM, using the 11.9V to engage the relay, and sending the full 13.6V on to the compressor via the factory wiring. Thoughts?
