What grade oil....15/40...10/30...?
I'll be taking delivery of a new CTD in a couple weeks.
I've seen all the chat about what brand of oil.
But what grade should I choose?
I live in the Northeast near the ocean. I would say the weather is less extreme than say in upstate N.Y.
However we do get week or two periods where the weather is 20 degrees during the day and 0 at night.
Summer is typical hot and humid.
I was thinking 10/30 in winter and 15/40 in summer.
It this a reasonable plan or overkill?

If you can use the block heater during those cold snaps, the 15W-40 will be fine.
A 5W-40 (best bang for the buck is Rotella Synthetic) would be better in winter. Once the engine reaches operating temp the 10W-30 is going to be thinner than you need.
The only 10W-30 I know of that's diesel rated is Rotella T 10W-30, and that's very hard to find. I've only seen it once.

I had to choose the block heater as an option when I specd out my truck it was $10.
I just built a CTD Laramie on the Dodge site and it now lists the block heater as a $90 option...
From what I can see it is only an option. Not sure about the price difference.
Is it the option for the cord?

I usually stick with the weight oil recommended in the owners manual. For my truck it's 15w-40. I have always used Chevron Delo, and change it every 5000 miles or before. Synthetics are better for extreme heat and cold starting but I can't bring myself to leave them in the engine long enough to be cost effective.
