Thumbs down Transfer pump "fix" should be a TSB!

The transfer pump died on my 04. Steering one of these, as you all know, is not easy-w-no power steering and is totally unsafe IMO. I had put a pusher pump (Holley Red-any recommendations on another brand?)but of course it could not pump past the defective transfer pump so I limped home stalling about 20X. I went to the dealer and the only tech I would let work on my truck told me about the "in the tank" "fix" and that it was covered. He was leaving for 2 wks vacation but gave me the kit so I just used the fitting that replaces the transfer pump and have only the Holley now. I get 7lbs no matter how I rag on the truck so I suppose it will be OK I hope. I am measuring the pressure from the fuel filter canister and had zero-w-the transfer pump down so I feel this is an accurate measurement.
Considering the safety issue and the fact that Cummins pretty much admits the stock pump was a POS it seems to me this should be a TSB plus I think the in the tank style sucks from a service & installation standpoint. Why would they not just recommend the kit contain a good pump mounted to the frame?

Because the in-tank pumps are very reliable, just about every vehicle manufactured (diesel or gas) uses an in-tank lift pump at least the ones manufactured after carburators went obsolete.

They are made for stock applications.

I understand it is a warrantee item-until 100k miles in my case anyway. I suppose my main concern is that the kit to fix a poorly designed transfer pump burdens owners-w-an in the tank pump. I have had to replace these before and it is a PIA. In addition the guage sending unit isn't going to be calibrated the same as the original. Mostly it seems to me that putting a pump on the frame rail is a lot more servicable PLUS a warranteed item does nothing when a person stalls out and can't steer the truck and nails another object. I seriously think there is a recall needed for this garbage stock transfer pump-JIMO

Just about every vehicle on the road has a in-tank mounted fuel pump.

There is a TSB on this.TSB'S are not mailed out to owners etc.RECALLS are. With the all of a sudden stalling you'd think a Saftey Recall would be in order.

Um......does this mean the in the tank type are better? IMO there was some sort of stupid reasoning behind this however I was wrong once b4 . I don't imagine there is data compiled that would be available to a died in the wool skeptic. If they are indeed a better setup I will be a fan otherwise I like a simpler/less expensive setup.
