Help diagnose surging issue

I have a 2005 4x4 quad cab short bed auto with 151k that is stock except for a transgo shift kit and solenoid replacement kit both installed by Suncoast. I've used the search function and have narrowed it down to the FCA or converter.

In the last couple of months I've been having a surging issue after a cold start especially in cooler weather. I live next to a bridge and almost every time when I go over the bridge aka a incline from a stop the rpm goes up to about 2500 rpm and accelerates very slowly and around 2500 rpm it starts surging. If I leave it in 2nd in tow/haul it locks up and immediately accelerates much faster. It will surge on flat ground in first and second but not as badly as on an incline and doesn't surge when it is warmed up.

I'm not much of an auto guy but this sounds like a converter issue.
