Tndiesel - that 12% is awfully high opacity actually. We have a 10% limit here in ohio, and my 04 has NEVER registered more than 1%, in fact, it's usually like 0.4%.. Same thing with my jetta tdi, and it even smokes a bit at idle. Perhaps something else is up...how is your mpg?
Air filter has about 13K miles on it and most of the driving is in clean conditions. No mods at all. It runs great and doesn't smoke at all. Idles perfect, starts up perfect etc.
we have a similar discussion going on at another site. But let me paste in something that was just posted. No I am not talking about those lost puppies on the Dark Side either.
[guote]Thats all particulates over x size. Its the only measurement they have listed.
If you didn't read the diesel world and a couple of other articles on it the epa inflated the number for the amount of particulates emitted by diesel engines by 342% or more. That takes that less than one percent number and makes it look like 4 to 5% so a 90% reduction in diesel particulate emissions looked like it would really help. Carb called them on their numbers in a bunch of hearings before the california senate. Not that it matters. Don't see any rush to change any of it.

Hope that sheds a bit of light on it.
I have a little over 350 miles on a new tip. No E controls and the pipe is whistle clean inside.

Try the smog place on North Gallatin in Madison. My friend gets his done there and he has passed every year since 06.....de-catted. I am overweight, thank goodness, for now. Dean will want more money for more greenway's and to help pay for the new civic center, so I'm sure the weight will be raised, along with our property taxes
What may be screwing you up is the low sulpher fuel. Throw some Cetaine additive in there too. I think you can get it all in one from Silo. Truck will run better
The only other thing I can think of is maybe your pump is worn and the pressure is a bit low
