Question Fuel Actuator

Had my truck in the shop on Friday. I was having problems with surging at idle and acceleration. Dealer said it was the electronice fuel actuator. I know it is some kind of part on the CP3. Have any of yall had this replaced or know what it does?

It's a solenoid on the back of the CP3 and is duty cycled by the ECM. It will either direct fuel to the high psi chamber on the pump for the fuel rail depending on demand, or direct it back to the return system.
