engine revs then drops?

engine revs then drops?
04 truck with a SPS turbo, Smarty Beta, TST, Holley pump, intercooler etc...
The engine revs up as it is parked and idleing. Going down the road it would rev up or surge(not the turbo) and was also smoking alot.
Any ideas on what to check first?
