Emergency Brake

Does the emegency brake have to be adjusted manually ?

Yes it does, there is a cover on the rear of the backing plate for this purpose and it likely isn't self adjusting.

just tightened mine up, its on the drivers side of the truck, under the back door. Tighten that first, then there is the adjustment at the backing plate

Actually the proper adjusment procedure is to loosen the cable fully, then adjust the star wheel on the park brake shoes, once the shoes are adjusted then re-adjust the cable. Most people don't touch the cable and just adjust the shoes unless the adjustment is really out. The reason for adjusting the cable last is to ensure that the shoes are contacting the drums properly first and then the cable can take up the rest.
