Clutch fan wires cut again

I'm at a loss. This is the second time the wires for the fan clutch have been by the fan. Can anybody explain why this is happening?

Notice any wobble in the fan when engine is running? then the flange and bearing should be replaced. Pull the fan and then mount with bracket 4 bolts. Put it on bench and spin it any run out noticed then best to replace it. Took another shop 3 fan clutches and 2 radiators before they brought it to me to correct the problem. Any run out at the #1 location will cause fan clutch wires to hit fan at higher rpm's.

Picture is from 2000 model year diesel different fan clutch used
