Can you get a wire tie, or zip tie around them and even just zip tie them to themselves to shorten them up, or even attach them to a wire harness or something? I'm not sure what is around the wires, so just throwing it out there. Or, go electric.

Make sure you are bolting the wiring to the fan shroud. Attached is the page from the FSM that shows how its mounted, it's for a 6.7 but if I remember right it's the same.

I went through same problem, it turned out to be excessive run out in the fan hub bearing. I changed it and haven't had any problems since. Do yourself a favor and replace it before you do any thing else. Three fan clutches and two radiators later I replaced it. Wobble in fan would start the wires at high rpm to whip then the wires would hit the fan blades, you know what happens next I'm sure.

how much play was in the bearing? I'm not seeing any.

It was more of a wobble then actual play in the bearing. Truck came from another dealership after they couldn't fix problem. After they replaced several fan clutches and radiators. I replaced the hub assembly fixed the problem, comes complete with hub, bearing and bearing housing. This is the part I'm talking about.
