Any local guys w/scantool - Ohio

Looking for someone local (cleveland-akron ohio area) with a scantool or smarty to enable my high idle in pcm. My dealer wanted $50.00 -- ouch.

Would the one they let you use for free at autozone, advanced auto, o'reily's, etc work?
