Hello, I borrowed a genisys 2.o scan computer to read my codes. My friend, the owner of the tool thought I might be able to enable the high idle with it....anybody know. This tool is only 1 week old.

No.
Your 99 needs the new program loaded into the ECM before you can activate it.
You'll need to visit the Dodge Dealer to get the new program, or borrow a smarty from someone, as it's stock 99 program has the update and has the high idle enabled.
