48re won't shift & speedo jumping

While driving home my speedo started to bounce around, even in park! Got it home, then found out it wouldn't shift out of first. Is a faulty speed sensor to blame or do i have a combination of sensor and governor solenoid and press. sender? Checked harness and connections seem good. Any help would be appreciated. Truck is 2003 Ram 2500, stock except for 4" mbrp exhaust and airaid intake.

I would say yes until you said it was moving in park. that tells me it's more than likely a shorted wire to/from the speed sensor. I'd check the wiring to it for chafe, etc.
