I am with you on this one I would like to get to the bottom of this also. Your right about the tsb it can be confusing. My 03 is a early 03 (build date 11/02) and I can't get a definite anwser that the Smarty will enable this feature. My theory is that the feature is there in the ECM, but DC does not have a program written to enable it for our year model and don't really care to because of cost. Hey those trucks had there day at being new, we are more interested in present day now, just my theroy. I have been known to be totally wrong with theories though.

The engineers will tell you pretty quick that their convern is the new truck and their plate is full.

 

N.Johnson and others- here is a short clip I made today of how i enable the hi idle. I am getting confused also, as some people say it can't be done, some say it can, I can do it.....but not if it is built before this date, yada yada yada.

My serial # (if I read it right) is 57093650. My truck was assembled in Mexico on 9/18/03.

Thanks for the video. It is clear that you have 2004. Can tell just by your steering wheel and controls. Therefore the tsb will work or Smarty will enable the manual high idle function. However for the rest of us with 2003, the tsb won't work.
