13 injectors in less than a year and a half
If he had that bad of fuel problem then his Injection pump would be having problems also with that many injector problems in short time. Plus his fuel filters would be pretty bad off not to mention not working at all.
Really only a fuel sample will tell if his fuel is bad or not.
Those Racor Filters are not what they are all cracked up to be. They are good, but there are cheaper setups that work just as well if not better.

While extra filtration is always a very good thing to do, I don't think that has any thing to do with his problem. Too many people running stock filters and getting many many miles of trouble free service.
His truck has other issues.
To the OP... Has it always been the same dealer to diagnose and work on the truck? If so, you should try to go to a different dealer and see what they come up with. Maybe go through the Dodge rep with this suggestion and see what he says.

I would say there is something wrong with the truck, either your filter isn't filtering, your electronics are damaged, or its full of queertrons.
I don't think you'll get a meeting with a Cummins rep as Dodge buys the engine outright and Cummins offers no warranty on the motor, its all covered by Dodge so a Cummins rep would have no power to do anything.
While the OEM fuel filter isn't the best you can get, it shouldn't cause that level of failure.
Sample the fuel, and try a 2nd opinion if its all been the same one, then if nothing get a new truck, try the lemon law.

i had so many issues with vp44's on my 24valve i use to own.. so when i bougth the 2006 i put the F.A.S.S 250 off the other truck i had onto the new one.. and it has run strong all these years and miles.. i had a few relays go out.. but thats the extent to the fuel system woes i have had... im wandering if the IP is pushing wrong pressure through the injectors causing them to become worn and damaged prematured...maybe like a bad relief valve or something
