Have a 99 Cummings with 140,000 km on it, I do not have any problems starting it in winter but I am wondering what I can do to make easier to warm it up.

Also I was wondering with that year of truck what kind of oil should I be using during winter... I have 15-40 in it right now

Use 5W40 full synthetic oil and also synthetic power steering fluid I noticed a real difference on my 2001, I ran the same oil all year round along with a high mileage filter and changed once every year. You can also get the 3 cylinder high idle activated and a winter front is a must have.
I wouldn't worry about adding an extra coolant heater--the stock heater does well there. The stock heater pulls 750 watts, so if you add another one you're really taxing the limits of a 120v 20 amp circuit.
The thing that made the biggest difference for me was a little pad heater that I RTV'd to the bottom of the oil pan. I think it's maybe 125 watts. Heating up the oil really helped my warmup times.
Don't forget a winter front as well--that makes a huge difference.

Really? Mine never has. Of course I don't put it in till single digits, and pull it back out when double digits return, but I have never experienced any issues.

I run Schaeffer Supreme 9000 Full Synthetic 5W-40 in Virginia with out any problems. Both trucks just have the standard block heater. I haven't ever found the need for a front yet.
