Hard to say. Start with the easy stuff - have you checked fuses? Have you pulled the door panel and checked electrical plugs/connections? If you have a voltmeter - verify that you are getting voltage to the window motor. What is the temp like outside? (I'll assume it's nice out if you have the windows down - mine have frozen a few times due to water at the weatherstripping freezing.) I haven't priced out a window motor, but I would be sure before I spent the money.
More than likely it's the switch. www.dodgeparts.com for a switch.
