water in fuel

Has anyone had any trouble with the top of the tank leaking water into it. I think we fixed it but it looked like rubber grommet holding the fuel and return was leaking . I drained the tank last weekend after the filters on the airdog clogged up twice. It ran fine till yesterday when the filters froze up again. I changed the filters and only made it about 2 miles before it froze up again.
We pulled the bed off today and the diesel was like thin milk color. When we got it pumped out there was a bunch of ice in the bottom. All we can figure is the grommet around the fuel line fittings was loose and letting water in. The brace on the bed seems to run water right down on top of the fittings. We epoxied the fitting in solid and used some one ply rubber roofing material to seal water from running down on top of the tank.
Has anyone else run into this problem and how did they fix it.
