trailer wiring

Ok!!! I have been working on my truck and while i was working on the trailer hook up i found that it was corroded beyond fixing. So I bought a new female plug and started working with the test light. I have power to every wire but the constant 12 volt. it is a thick red wire. can some one tell me if this is supposed to be hot at all times? if so where does it go? is there a fuse for it some where? does it need to be wired up?
I have checked all the fuses and all of them are in working order.

do you have an electric brake controller? it might be for the electric brakes.

looking at back of truck plug the key is between pin one and two, going clockwise 2 is brakes 6 is next and is rt, 4 is 12v and hot all time 3 is tail light 5 lt 1 ground and 7 center is aux/ bu. like totallyrad said we need more info

Sorry guys!
the truck is a 96 club cab 4x4 manual. Like i said before the plug that was on the truck was corroded so bad i could not reuse it so i had to cut it out and install a new aftermarket one! I have figuried out what every wire is and know where they hook up! the problem i am having is the 12 volt constant has no power. and i have no clue where to start. I have checked all the fuses and found no cuts in the wire. can someone tell me where that 12 volt constant goes in the fuse box or where the fuse is located for it? the wire runs to the front of the truck but where? if its to big of a deal i will just run a new wire to it.

on the 96 it is under the hood on drivers side fuse box. i think it is a 40 amp located near the engine side of the box
