The fuse #5 gets it's power from the headlight sw, if your headlights work then you have burnt the headlight sw dimmer internally, if they don't then check fuse #F in the PDC (under hood) and I'll bet the plug is off the back of the power outlet. Just one thought the dash lights aren't dimmed all the way down are they?

We tried swapping switches with my truck and that didn't work either, so I'm convinced it's not the switch,

So you're saying there's a plug on the back of fuse F in the panel under the hood+

No the plug is on the back of the cigar lighter power outlet and it's easy to knock off as it's short but hard to reach. Do your head lights and park lights work?

I misunderstood you in your first post where you said the "constant power plug was not working and that was where you got power for the CB" I thought you meant power outlet. The headlight switches are not reliable. So Fuse #F in the PDC supplies power to pin #2 on the headlight sw which is fed to the park lights and also to the 5amp fuse for the dash lights. If you have power at pin #2 on the headlight sw then the headlight sw is fried. If no power and fuse #F is good then you have a burnt or broken wire from fuse #F in the PDC to pin #2 on the headlight sw.
