help headlights have issues

hi I just picked up a 3500 for 7 k$ with 181k miles i think i got a good deal. it has some problems

the guage cluster has the high beam indicator lit constantly when the head lights are turned on, and the fog lights only come on when the switch is in the first position (parking lights) these 2 things seem related and i am thinking a stuck relay

anyone ever have this happen?
