Question Do I need a special tool to remove inner fenders

Can I just pull out the plastic fastener without wrecking them or are they just a one time use only item?

I had to change my rear wheel bins, the dealer supplied me with new fasteners as the old ones were hard to get out and mostly broke. The truck was only 1 month old and the bins were trashed from gravel roads. I just used self tapping screws to reinstall them.

I am pretty sure they are one time use. I bought 1/4" plastic rivets at Lowes when I took mine off, and used to replace the factory ones that I clipped off. Worked great.

From: North Carolina or Kentucky. Take your pick
Use a trim panel removing tool or pair of needle nose pliers. Just about any parts store has replacements.
