cruise control help
First look for a vacuum line off under the hood......... close to the firewall drivers side is common. Then check your brake lite sw. It has 6 contacts, 2 for the brake lites and 4 for the cruise. The sw are known problems.
Most common cause of failure is battery acid rotted vacuum line or wiring under the driver's side battery.
Second is bad brake light switch. Test by lifting the brake pedal and seeing if the cruise will work.
Replacement switch is $13 from Napa.

As for the 98
"my dad has a 98 12v and his cruise works for a while. After you stop and try to use the cruise again it wont work. I will work the next day. Any ideas on this problem?"
I would throw a brake lite SW at it, they are so cheap (and cheaply made) I took one apart one time to find out why there is so much trouble with them. The contacts inside are very small and rounded so all you need is a small amount of build up on them and they fail.

I'd take care of it soon before something dangerous happens like your headlights start turning off and on with the blinkers.
Does the light in the switch come on when you push the power button? If it does then I'm going to assume that when you hit the button to set the cruise it just doesn't set? Mine doesn't work either, it turns on the light in the switch but nothing else works. Then, when I try to shut it off, the light usually won't go off. I've checked the common stuff like people are telling you to do but if that doesn't fix it I'd guess the "clockspring" or whatever Dodge calls in behind the steering wheel is taking a dump.
